JPEG 2000

JPEG 2000 (.jp2) was an effort to make a compressed graphics format to replace the widely used JPEG (.jpg or .jpeg) format. After years of work, the JPEG 2000 working group did produce a standard, but with patent problems, as of 2009, interest and adoption have been minimal.

Patent problems

The standard is split into twelve parts. The first part is the core and is the only part where some progress was made regarding patents.

All patents that WG1 believes to be essential to practice JPEG 2000 Part 1 are available on ITU-T’s patent policy 2.1, which is fee-free (see the ITU-T web site for their interpretation of this).[1]

And ITU patent policy 2.1 says:

2.1 The patent holder is willing to negotiate licences free of charge with other parties on a non-discriminatory basis on reasonable terms and conditions. Such negotiations are left to the parties concerned and are performed outside ITU-T/ITU-R/ISO/IEC.[2]

When was the JPEG 2000 spec published? The last draft was published on March 16th 2000,[1] and a second edition was published on September 15th 2004,[2] but the date of the first edition would be good to know.
